Victor Morduev of the former Soviet Union has qualified for the Tour de Froth by substituting a bribe in place of his entrance exam. Qualifying riders may now substitute vodka and fish eggs in lieu of completing the exam. The mayor of Victor's home city, Khabarovsk, declared the month of August a drinking holiday, which brings August in line with the rest of the months in Khabarovsk. Tour de Froth President, Les Spectacle, released a statement predicting that the Russian will "bring an increased level of intensity and professionalism to the final stages of the Tour." Unfortunately, Victor was disqualified five minutes into stage four with a flat tire.
